Basketball Manitoba, in partnership with the Manitoba Association of Basketball Officials, is pleased to offer the 'Junior Officials Development Program' (JODP) clinics for people new to refereeing who are 15 years of age or older.  The program is designed to improve the overall level of officiating in the Junior High / Middle School and minor basketball leagues.

It is time to register as a MABO official for the upcoming 2025-26 season! 

Please reference the information at https://www.maboref.com/p/mabo-clinics.html. This year, MABO is utilizing the CBOC online RAMP system.  Documentation on how to register is at the bottom of this email.

Please note that if you are a JODP official, before registering, please consult with your assignor/supervisor to ensure you should be registering as an MABO official.  If you register on RAMP, you will have to pay the $40.00 and this payment is non-refundable.

The registration fee for 2025-26 is increasing by $10.00 this year.  Of the $10.00, $5.00 is going to Canada Basketball/CBOC (Canadian Basketball Officials Association), and $2.30 is going to Basketball Manitoba for our Insurance premium increase, with the remaining $2.70 staying with MABO.

Membership Fees:
  • Total Early Bird Membership Fee - $145.00 (an additional $5 if paying your MABO Fee via PayPal)
  • Total First Time MABO Member - $110.00 (an additional $5 if paying your MABO Fee via PayPal)
Your Fees are broken into two payments:

Of the above fees, $40.00 is payable to CBOC as part of your Registration on the RAMP system.  Your CBOC fee has to be paid for by credit card.

The remainder of your fee is payable to MABO (MABO fee payable via etransfer or PayPay), as documented in the Registration Complete email you will receive in your inbox from RAMP (please check your spam/junk folder too), and on our website at https://www.maboref.com/p/mabo-clinics.html

With the season just around the corner, all officials need to stay informed and plan for this year’s mandatory clinics. The Manitoba Association of Basketball Officials (MABO), in partnership with Basketball Manitoba, has announced the formal recognition of two long-time leaders in the basketball officiating community — Glenn Matsumoto and Cam Moskal — for their outstanding service and lifetime contributions to the sport.


Glenn Matsumoto: Four Decades of Leadership

With a career spanning from 1980 to 2022, Glenn Matsumoto has been a cornerstone of MABO’s success for more than 42 years. His roles have included:

  • Referee Coach at the Junior High, A, AA, AAA, AAAA Provincial Championships

  • Director of Clinics

  • Long-time MABO and Basketball Manitoba Board Member

Glenn’s tireless commitment to training, mentoring, and evaluating referees has played a critical role in elevating officiating standards throughout the province. His legacy is one of passion, professionalism, and an unwavering commitment to excellence in the game.

Cam Moskal: Over Three Decades of Impact

Beginning his officiating career in 1985 at the age of 16, Cam Moskal has spent the past 34 years contributing to the sport at every level in Manitoba — from junior high to U SPORTS and semi-professional leagues. A respected international official, Cam earned his FIBA certification in 2004 and went on to represent Canada at the 2006 Commonwealth Games in Australia, where he officiated the Men's Gold Medal Game.

Cam’s leadership roles in the officiating community include:

  • MABO President (1996–2004)

  • Provincial Interpreter (2004–2013)

  • Provincial Supervisor (2015–2017)

  • CABO National Interpreter (2016–2020)

In addition to his officiating achievements, Cam has served as a referee coach, evaluator, mentor, and clinician, shaping the next generation of referees in Manitoba and across Canada. In 2020, he was honoured with the Ted Earley Memorial Award — the highest recognition from the Canadian Basketball Officials Commission.

A Lasting Legacy

Both Glenn and Cam have made profound impacts on the sport through their leadership, mentorship, and dedication to officiating. Their contributions have not only shaped the quality of basketball in Manitoba but have also inspired generations of officials to follow in their footsteps.

MABO and Basketball Manitoba extend their deepest thanks to them both for their decades of service and for leaving a legacy that will continue to influence the game for years to come.

Impact Officiating has announced the launch of a Three-Person Officiating (3PO) Camp taking place September 26 to 28, 2025, in conjunction with the Peg City Showcase tournament in Winnipeg, Manitoba. The camp is open to officials at all stages of development and will be led by Camp Director Rick DeGagne, a respected official and clinician with a wealth of experience at the provincial, national, international and professional levels.

The camp is open to Level 1 through Level 4 officials seeking to upgrade their skill set and to progress their plan of continuous improvement.

Prior 3PO training is not required—basic three-person mechanics will be taught as part of the curriculum. The focus of the camp is not 3PO, but rather becoming a better official.

The camp fee is $375 per official and includes a camp shirt, whistle, notebook, classroom instruction, and live feedback during and after games. Participants will officiate an estimated five games and receive evaluation from a team of experienced Referee Coaches (RCs). A social event will be held Saturday evening to provide further networking and engagement.

There is a maximum of 36 spaces open in the camp, so register now to avoid disappointment!  

The instructional staff includes a lineup of high-level RCs and officials with experience at the U SPORTS, National, International, and professional levels. Confirmed staff members include:

MEET THE CAMP STAFF

MATT KALLIO

Matt`s officiating career began in Canadian Collegiate basketball, where he spent 12 years reffing in the Canadian Collegiate Athletic Association (CCAA) and 11 years at the U SPORTS level. In 2012, he expanded his experience internationally by becoming a FIBA-certified official. His international assignments included officiating two FIBA World Cups as well as the Tokyo and Paris Olympics. Matthew is entering his fourth year as a rostered official in the NBA.



MIKE THOMSON

Mike Thomson brings 46 years of experience as a basketball official, including 41 years on the court and 21 years as a FIBA-licensed referee. He is currently the Supervisor of Officials for Canada West. During his officiating career, Mike worked 13 U SPORTS Men’s National Championship tournaments, including 9 championship finals.

Internationally, Mike officiated at the 2000 Sydney Summer Olympic Games and completed 15 additional international assignments. He has refereed on every continent where basketball is played, with the exception of Africa. Today, Mike serves as a Canadian National Referee Coach and a FIBA Level 2+ Referee Instructor. His recent assignments include the Paris 2024 Summer Olympics, the 2019 and 2023 FIBA Men’s World Cups, and multiple FIBA Americas events. Mike is dedicated to the development of the next generation of officials, with a focus on continuous improvement and mentorship.


JOHN McFARLAND

John is a retired FIBA referee and currently serves on the Canada West officiating panel. He has previously held the role of President for both the Alberta and British Columbia Basketball Officials Associations. Nationally, John holds the position of National Educator for the Canadian Basketball Officials Commission and is also the assignor and evaluator for the PACWEST Conference. A certified FIBA Level 1 Instructor, John continues to serve as a National Referee Coach and is passionate about mentoring officials at all levels of the game.



NEIL DONNELLY

Neil is a Canadian basketball official with over 30 years of U SPORTS experience, having officiated at 13 National Championships, including three men’s finals. A FIBA-certified referee for 12 years, he has worked games across four continents. Notably, Neil was nominated to the 2011 Pan Am Games in Guadalajara, Mexico, where he officiated both the Women’s Gold Medal Game and the Men’s Semi-Final. He currently officiates in the Canada West Conference and the CEBL professional league. Neil also serves as a National Referee Coach and takes pride in supporting the development of officials at all levels.


MARTHA BRADBURY

Martha is a retired U SPORTS official, having officiated at that level for 23-years. Over the course of her career, she was assigned as an on-court official to nine National Championships including 4 at the U SPORTS level. Martha is currently the MABO Provincial Supervisor, having spent 20+ years as part of the Provincial Executive. She was also an Executive Member of both CABO and CBOC. She has been a provincial clinician and evaluator for 15 years in Manitoba. She is a current National Referee Coach, having attended nine tournaments in that capacity. Martha has a passion for working with officials and in helping them develop their game.


REID KENYON

Reid has over 30 years of officiating experience, including 11 years as a FIBA official. His international resume includes assignments at the World University Games, the Pan Am Games, and FIBA Americas Pro League play. He has officiated at numerous National Championships across all levels, with highlights including the USPORTS Men’s National Championship finals in 2010, 2015, and 2020. Reid is currently part of the CEBL officiating roster and has served as a Referee Coach at camps across Western Canada. Locally, he has directed over 10 officiating camps in Manitoba, is the long-time assignor for the WMBA, and has served as President of the MABO Board. Recently appointed as a National Referee Coach, Reid is looking forward to contributing to the Impact Officiating Camp this September.


TIM WARREN

Tim brings 24 years of officiating experience, including 15 years as a Canada West panel official. He is currently the President of the Western Manitoba Basketball Officials Association and serves on the MABO Board. Over the past decade, Tim has actively supported the development of Manitoba officials through evaluations and clinics. He is especially committed to mentoring grassroots officials and supporting the broader basketball community. Professionally, Tim spent 15 years in supervisory and management roles with a focus on team building and conflict resolution. His insightful approach to officiating and player interactions adds value to every game he observes. He is excited to join the staff of the Impact Officiating Camp.


STACY HAWASH

Stacy is an active CanWest official with 20 years at the university level. She has officiated at multiple national championships, including the U15 and U17 summer competitions as well as three U SPORTS championships. Stacy is also a highly accomplished coach having served in this role for the Manitoba U15 and U17 programs. Her teams at Vincent Massey (WPG) are perennially one of the top teams in the MHSAA. As a provincial Referee Coach, Stacy has served as a clinician and evaluator for the past 10 years. She is also a qualified NOCP Level 1 and Level 2 Learning Facilitator. As an educator, Stacy enjoys teaching the sport of basketball to all levels of officials and athletes. 


EARL ROBERTS

Earl is an active Canada West official with 25 years of experience at the university level. He has worked numerous playoff series and has officiated at USPORTS National Championships for both men’s and women’s competitions. Earl is also a member of the CEBL officiating staff and has served as a Referee Coach at several MHSAA Provincial Championships, including at the 4A level. Recently, he has expanded his leadership role in the officiating community by participating on committees responsible for assigning games in the MCAC and prep school circuits. Earl is also a member of the Pathway to Excellence committee. Known for his effective in-game communication with coaches and players—and his support for fellow officials off the court—Earl is looking forward to being part of the Impact Officiating Camp staff this September.



MATT DEGAGNE

Matt is an active Canada West official heading into his 13th year at the U SPORTS level. He is coming off his second trip to a CCAA National Tournament - the 2025 CCAA Men's Tournament in Montreal. He has officiated in five Canada West Playoff Tournaments/Series. Matt`s on-floor resume also includes three Summer National Tournaments at which he was assigned 1 Gold Medal and 1 Bronze Medal game. Matt is about to begin his Level 4 certification this fall and is excited to become a camp instructor for the first time to help officials improve their skills.


WYATT ANDERS

Wyatt has been officiating for 21 years at various levels, including nine years at the U SPORTS level and the CEBL. He has officiated multiple CanWest playoff series, including two bronze medal games, as well as both the U17 Men and Women national championships, where he was assigned to the gold medal games. He has served as MABO president and is currently the MBOA Referee Supervisor. He has been a provincial clinician and evaluator for five years. Still young in his career, he is a current educator and has a passion for assisting officials in their development.



RICK DEGAGNE (CAMP DIRECTOR)

Rick DeGagne is an active Canada West official, recently completing his 45th year of officiating university basketball. Throughout his distinguished career, Rick has been assigned to 17 National Championships, including 10 at the U SPORTS level. He also enjoyed a 15-year international officiating career, highlighted by his selection to numerous major tournaments / events worldwide including the 2000 Summer Olympic Games in Sydney, Australia. 

In Manitoba, Rick has served as a provincial clinician and evaluator for over 30 years and has contributed as a Referee Coach at 10 National Championships. A retired educator, Rick takes great pride in mentoring officials at all levels, helping them refine their skills and elevate their performance on the court.

Basketball Manitoba reminds the basketball community to utilize its online video resource aimed at educating those who act as minor officials in basketball games throughout the province.  The Basketball Manitoba Scoreboard Video Series features 3 different videos that detail the finer points of how to properly manage the score sheet, score clock, and shot clock.  Each tutorial video runs for about 5-7 minutes and provides the most important points that a person in that role needs to know to perform their duties in a proper manner.  With the school basketball season just getting underway, the timing of this new resource is perfect to help out your program now!

Today, on the Basketball Manitoba Podcast, we have Martha Bradbury.

She has been an official in Manitoba for over 25 years at all levels of the game.  She graduated from Nelson High School in Burlington, Ontario, where she was named athlete of the year.

She played basketball and volleyball and competed in track and field, where she held an Ontario record for the high jump for 10 years.  She went on to graduate from the University of Manitoba.  

She was a U SPORTS / CIS official for over 22 years and officiated the U SPORTS Nationals four times.  She officiated at the Canada Basketball National Championships five times and was a Referee Coach at nationals 8 times.  She is currently the Manitoba Provincial Supervisor and Board Member for the Manitoba Association of Basketball Officials (MABO).  

She is currently one of MABO’s lead clinicians and evaluators and represented the Canadian Basketball Officials Commission on the Jr. NBA Canadian Leadership Council.

FIBA (International Basketball Federation) has introduced a new set of global basketball rules, set to take effect on October 1, 2024. These updates are designed to improve the game’s integrity, ensure consistency, and provide greater clarity for players, coaches, and referees.

To support the transition to these new rules, Basketball Manitoba has made the following documents available on its website:

  • Official Basketball Rules 2024 - v1.0
    Valid as of October 1, 2024. This document contains the comprehensive rules for all FIBA-sanctioned basketball games worldwide.

  • Official Basketball Rules 2024 Changes - v2.0a
    Highlights key updates and revisions from the previous rulebook. Effective from October 1, 2024.

  • Official Basketball Rules Interpretations 2022 - v.4.1 (Yellow Tracking)
    Provides specific rule interpretations and clarifications. Valid as of July 25, 2024.



Key Rule Changes in the 2024 Official Basketball Rules:

  1. Art. 1.2 Participants’ Responsibility
    Updates the responsibilities of participants during games.

  2. Art. 17 Throw-In
    Adjustments to the throw-in procedure, impacting how and where the ball is returned to play.

  3. Art. 31.2.4 Basket Interference (Editorial Change)
    Clarifications to the basket interference rule.

  4. Art. 40 Foul Limits by a Player and Game Disqualifications
    Clarifications on the foul limits and disqualification process for players.

  5. Art. 44 Correctable Error
    Clarifications to the protocol for correcting errors during the game.

  6. Art. 48 Scorer and Assistant Scorer: Duties
    Clarifications for scorers and assistant scorers.

  7. Appendix A Referees’ Signals
    Update to the hand signals used by referees to communicate "not in the act of shooting foul".

  8. Appendix C Protest Procedure
    Clarifications for filing and resolving game protests.

  9. Appendix D Classification of Teams
    Adjustments to the team "tie-breaker" process in tournaments or championships.

  10. Appendix F Instant Replay System
    Clarifications to the use of the Instant Replay System (if used).

Equipment Changes in the 2024 Official Basketball Rules:

  • Player Foul Markers
    New standards for foul markers (if used).

Changes to Official Interpretations:

  • Art. 36 Technical Foul / Faking to be Fouled
    Updates to the interpretation of technical fouls, particularly regarding players faking to be fouled.

He has been officiating for over 30 years and is one of 4 Manitoba’s who has held a FIBA international official’s card. 

He has officiated in 14 U SPORTS National Championships and numerous international competitions around the world, including the USA Dream Team at Madison Square Garden.

He has been the head assignor for the Winnipeg Minor Basketball Association (WMBA) since its inception in 1997. 

He is the current President of the Manitoba Association of Basketball Officials (MABO) and was awarded Sport Manitoba Official of the Year in 2015 for outstanding officiating achievements.

August 6, 1951 - January 1, 2024

With great sadness, the Manitoba Association of Basketball Officials shares the news of the passing of one of our long-time officials, Ross Beaton.  Suddenly, on January 1, Ross passed away at his home.  He left behind his wife, Linda, who he credited with keeping him alive as long as she did, son Michael, and daughter Laura. 

Ross was involved in basketball his whole life, from high school through many years in the Senior Men's Leagues and was a long-time member of the MBOA.  He was a gifted scorer, a committed player, and a committed coach who gave back to his community.  A serious and conscientious referee for over 30 years, Ross was one of the first KPAC officials when that organization was founded. 

Ross was approached by the Interlake and Evergreen School Divisions to come out and referee their games as they recognized the need for serious officials if their teams were to succeed at Provincial competitions.  He promised to supply them with quality officials as long as he was involved.  The number of Provincial banners that hang from these schools are testament to this approach. 

Ross retired from officiating when COVID-19 started.  When basketball started after the pandemic eased, Teulon Collegiate had a special presentation before a home game thanking Ross for his 34 years of service.  It was the only time he was at a loss for words. 

His smile and dry sense of humour will be missed.  Our thoughts are with Ross' family and friends.

MABO has announced the details of the process for members to apply to work at the high school provincial championships this March.  MABO is committed to serving all provincial high school tournaments with the best available officials. Your assignor will nominate officials they feel have worked hard and have earned the honour of working Provincials. Once you are nominated, you are asked to complete the following. 

Please find below the High School Provincial Championships Application Form. As part of our process to select officials for Provincial Varsity and Junior Varsity high school championships, we are requesting that you complete the information below and submit it to the Provincial Supervisor of Officials on or before January 31, 2024.

Officials will be selected from the applications submitted based on their availability and if they qualify for a provincial appointment.  Factors considered in selecting officials include but are not limited to, the following: NOCP qualifications, the capability of officiating at the proposed tournament, considered a leader both on and off the court, has written and passed the CBOC exam for their current level, has received a current evaluation and receives a recommendation from his/her local assignor/board.

Please be aware that you may be selected to officiate at one or more tournaments based on your eligibility and that all Championships are 3+ day tournaments starting as early as noon on Thursday.  You must make yourself available for these days that may involve overnight stays.

The Manitoba Association of Basketball Officials and Basketball Manitoba would like to update all MABO Senior and JODP Junior basketball officials who have registered and attended a clinic for the 2023-24 season that ONLY the following basketball leagues, associations and basketball-related activities in Manitoba are covered with the protections offered as part of your membership into MABO and Basketball Manitoba.  If you were to accept games played at any other non-named league or association, your personal insurance (both accident & liability) with MABO and Basketball Manitoba for those games worked would become null and void.  

Only games assigned by a MABO Approved Assignor (or at the Middle/Junior High school level, a designated school or school division representative) will see MABO/JODP members covered under the Basketball Manitoba insurance.

SPACE FILLING UP: Basketball Manitoba, in partnership with the Manitoba Association of Basketball Officials, is pleased to offer the 'Junior Officials Development Program' (JODP) clinics for people new to refereeing who are 15 years of age or older.  The program is designed to improve the overall level of officiating in the Junior High / Middle School and minor basketball leagues.
