Basketball Manitoba has announced its support for the newly released Canadian Sport Policy 2025–2035, a national framework endorsed by Sport Manitoba and Canada Basketball that sets a clear vision for how sport in Canada will be delivered over the next decade. The policy establishes a shared commitment to safe, inclusive, values-driven sport environments and outlines how governments, sport organizations, and communities can work together to ensure all Canadians can grow, excel, and achieve well-being through sport.

The vision of the Canadian Sport Policy – “Working together to enable everyone to grow, excel and achieve wellbeing through sport” – aligns directly with Basketball Manitoba’s long-standing focus on participation, performance pathways, safe sport, and community development. The policy emphasizes creating positive experiences for people of all ages and abilities, ensuring access to quality coaching and leadership, improving equity and inclusion, addressing barriers to participation, and strengthening sport environments at all levels

Key elements of the policy highlighted by Basketball Manitoba include:

  • A national commitment to safe, inclusive, and accessible sport systems, with shared responsibility across governments and sport organizations to uphold safety standards, ethical conduct, and fairness in sport environments.
  • A renewed focus on participation, physical literacy, facility access, and community-centred programming to ensure all Canadians can experience meaningful sport involvement throughout their lives.
  • Support for athlete, coach, and official pathways that emphasize wellbeing, quality leadership, and long-term development, including efforts to retain volunteers and reduce barriers in performance environments.
  • Recognition of sport’s role in advancing social outcomes such as community building, Reconciliation, newcomer inclusion, gender equity, and cultural representation, consistent with consultations conducted across Canada with more than 5,000 participants and 500 sport organizations.

Basketball Manitoba notes that the policy’s emphasis on collaboration reinforces the need for strong alignment across partners at the provincial, territorial, and national levels. This includes coordinated planning with Sport Manitoba, Canada Basketball, schools, municipalities, community clubs, professional sport partners, and Indigenous communities. The policy further outlines expectations for ongoing monitoring and evaluation to ensure accountability and progress through 2035.

Basketball Manitoba, with the endorsement of Sport Manitoba and Canada Basketball, affirms its commitment to implementing the values and objectives of the Canadian Sport Policy 2025–2035 within all programs, operations, and partnerships. The organization will continue to advance safe sport, equitable access, quality leadership, high-performance development, and vibrant community participation across Manitoba.

For more information, please review the Canadian Sport Policy 2025–2035 in full.

Basketball Manitoba and its member associations will use the following standards to determine if any outdoor basketball games or practices are to be postponed or modified.  All data used will be sourced by Environment Canada at the time of the basketball activity.

Definitions

1. The following terms have these meanings in these Guidelines: “Person in Authority” – An Individual who holds a position of authority within Basketball Manitoba including, but not limited to, coaches, managers, support personnel, chaperones, and directors.

Purpose

2. These athlete protection guidelines describe how Persons in Authority can maintain a safe sport environment for athletes.

Rule of Two

3. Basketball Manitoba will strongly recommend the ‘Rule of Two’ for all Persons in Authority who interact with athletes. The Coaching Association of Canada defines the ‘Rule of Two’ as: a) The ‘Rule of Two’ means that the coach is never alone or out of sight with a minor athlete. Two NCCP trained or certified coaches should always be present with an athlete, especially a minor athlete, when in a potentially vulnerable situation such as in a locker room or meeting room. All one-on-one interactions between a coach and an athlete must take place within earshot and in view of the second coach except for medical emergencies. One of the coaches must also be of the same gender as the athlete. Should there be a circumstance where a second screened and NCCP trained or certified coach is not available, a screened volunteer, parent, or adult can be recruited.

4. To ensure adherence to the ‘Rule of Two’, Basketball Manitoba will ensure: a) Teams or groups of athletes will always have at least two Persons in Authority with them b) For mixed gender teams or groups of athletes, there will be one Person in Authority from each gender c) Screened parents or other volunteers will be available in situations when two Persons in Authority cannot be present.

5. Basketball Manitoba recognizes that fully implementing the ‘Rule of Two’ in all circumstances may not be possible. In these cases, to adhere as much as possible with the spirit of the ‘Rule of Two’, interactions between coaches and athletes should be:

a) Transparent i. Encourage parents to appropriately support their children's involvement ii. Allow the training environment to be open to observation by parents. Ensure an open and observable environment for all interactions between adults and athletes. This could include leaving the door open when having a meeting, moving away from others in a public space but staying within eyesight. iii. Avoid private or one-on-one situations unless they are open and observable by another adult or athlete.

b) Authorized i. Limit any situation when a coach is alone with an athlete ii. Ensure coaches and volunteers do not invite or have an athlete(s) in the home without the permission of the athlete's parent (or legal guardian) iii. Ensure athletes find themselves in a situation where they are alone with a coach without another adult or athlete present unless prior parental written permission is obtained iv. When only one athlete and coach travel to a competition, at the competition the coach and athlete should attempt to establish a "buddy" club to associate with during the competition and away from the venue.

c) Accountable i. If a situation arises where an interaction that breaks the spirit of the ‘Rule of Two’ arises, coaches should make themselves accountable by reporting it to a staff or volunteer supervisor.

Communications

6. Basketball Manitoba will strongly recommend the following communication guidelines for all coaches and other adults in a position of authority who interact with athletes: a) Group messages, group emails or team pages are to be used as the regular method of communication between Persons in Authority and athletes b) Persons in Authority may only send personal texts, direct messages on social media or emails to individual athletes when necessary and only for the purpose of communicating information related to team issues and activities (e.g., non-personal information) c) Parents and guardians have the right to request that their child not be contacted by Persons in Authority using any form of electronic communication and/or to request that certain information about their child may not be distributed in any form of electronic communications d) The content of all electronic communication between Persons in Authority and athletes must be professional in tone and for the purpose of communicating information related to team issues or activities e) All communication between Persons in Authority and athletes must be between the hours of 6:00 am and midnight unless extenuating circumstances exist f) No communication concerning drugs or alcohol use (unless regarding its prohibition) is permitted g) No sexually explicit language or imagery or sexually oriented conversation is permitted h) Persons in Authority are not permitted to ask athletes to keep a secret for them i) A Person in Authority should not become overly-involved in an athlete’s personal life.

Travel

7. Basketball Manitoba will strongly recommend the following travel guidelines for all coaches and other adults in a position of authority who travel with athletes: a) A Person in Authority may not be alone in a car with an athlete unless the Person in Authority is the athlete’s parent or guardian b) A Person in Authority may not share a room or be alone in a hotel room with an athlete unless the Person in Authority is the athlete’s parent or guardian c) Room or bed checks during overnight stays must be done by two Persons in Authority d) For overnight travel when athletes share a hotel room, roommates will be age-appropriate (e.g., within 2 years of age) and of the same gender identity.

Locker Room / Changing Area / Meeting Room

8. Basketball Manitoba will strongly recommend the following guidelines for the locker room, changing area, and meeting rooms: a) Interactions between a Person in Authority and an individual athlete should not occur in any room where there is a reasonable expectation of privacy such as the locker room, meeting room, restroom, or changing area. A second Person in Authority should be present for any necessary interaction in any such room b) If Persons in Authority are not present in the locker room or changing area, or if they are not permitted to be present, they should still be available outside the locker room or changing area and be able to enter the room or area if required.

Photography / Video

9. Basketball Manitoba will strongly recommend the following photography / video guidelines: a) Parents/guardians should sign a photo release form (i.e., as part of the registration process) that describes how an athlete’s image may be used by Basketball Manitoba b) Photographs and video may only be taken in public view, must observe generally accepted standards of decency, and be both appropriate for and in the best interest of the athlete. c) The use of recording devices of any kind in rooms where there is a reasonable expectation of privacy is strictly prohibited. d) Examples of photos that should be edited or deleted include i. Images with misplaced apparel or where undergarments are showing ii. Suggestive or provocative poses iii. Embarrassing images.

Physical Contact

10. Basketball Manitoba understands that some physical contact between Persons in Authority and athletes may be necessary for various reasons including, but not limited to, teaching a skill, or tending to an injury. Basketball Manitoba will strongly recommend the following touch guidelines: a) Unless it is not possible because of serious injury or other circumstance, a Person in Authority should always clarify with an athlete where and why any touch will occur. The Person in Authority must make clear that he or she is requesting to touch the athlete and not requiring the physical contact b) Infrequent, non-intentional physical contact, particularly contact that arises out of an error or a misjudgment on the part of the athlete during a training session, is permitted c) Making amends, such as an apology or explanation, is encouraged to further help educate athletes on the difference between appropriate and inappropriate contact d) Hugs lasting longer than 5 seconds, cuddling, physical horseplay, and physical contact initiated by the Person in Authority is not permitted. Basketball Manitoba is aware that some younger athletes may initiate hugging or other physical contact with a Person in Authority for various reasons (e.g., such as crying after a poor performance), but this physical contact should always be limited.

Sport-Specific Guidelines

11. Basketball Manitoba strongly recommends the following sport-specific guidelines: a) A Person in Authority should never be alone with an athlete prior to or following a competition or practice unless the Person in Authority is the athlete’s parent or guardian. If the athlete is the first athlete to arrive, the athlete’s parent should remain until another athlete or Person in Authority arrives. Similarly, if an athlete would potentially be alone with a Person in Authority following a competition or practice, the Person in Authority should ask another Person in Authority (or a parent or guardian of another athlete) to stay until all the athletes have been picked up. If an adult is not available, then another athlete should be present to avoid the Person in Authority being alone with a single athlete b) Persons in Authority giving instructions, demonstrating skills, or facilitating drills or lessons to an individual athlete should always be doing so within earshot and eyesight of another Person in Authority Review and Approval.

APPROPIATE NAMING USAGE

Basketball Manitoba expects all its member teams, clubs and leagues to adhere to our Codes of Conduct and general decency when naming or branding themselves.  Names and images convey a strong message to the community, and decisions on what to use for your needs must be taken seriously.

Team, club or league names/nicknames and/or logos that contain profane, obscene, derogatory, racist, sexist, or any other words or sentiments considered offensive and/or inappropriate that conflict with any Basketball Manitoba guidelines and/or philosophies of respect are not permitted.

Teams, clubs, or leagues notified by Basketball Manitoba regarding this policy are required to edit their names as requested to maintain their membership. Basketball Manitoba reserves the right to censor or alter any names that violate this policy.

Decisions on names, nicknames or logos that might be deemed offensive will initially be made by the Basketball Manitoba staff, with final decisions being made by the Basketball Manitoba Board of Directors to rule on any names that may be deemed offensive.

_________________________________________

CLUB / TEAM NICKNAME DUPLICATION

Basketball Manitoba recognizes that club and team identities (including nicknames, branding, and related names) represent established reputations, community recognition, and significant long-term investment by member organizations. This policy is intended to protect the integrity of existing club brands and prevent confusion within the Manitoba basketball community.

Policy Statement
Basketball Manitoba does not permit the duplication of existing club or team nicknames (including substantially similar names) for any newly forming club or team operating under Basketball Manitoba jurisdiction.

Rationale
Nickname duplication is not permitted for the following reasons:

  • Brand Protection: Existing clubs have developed their identities, reputations, and goodwill over many years.
  • Public Clarity: Duplicate names create confusion for athletes, families, officials, event organizers, media, and sponsors.
  • Administrative Accuracy: Duplicate club/team names increase the likelihood of registration errors, scheduling issues, and reporting inaccuracies.
  • Competitive Integrity: Consistent and unique naming helps ensure clarity in league standings, tournament brackets, discipline matters, and recordkeeping.
Scope
This policy applies to:
  • Club names
  • Team nicknames
  • Program names used publicly or in registration systems
  • Sub-club teams operating under a separate identity
  • Acronyms, abbreviations, and alternate spellings that are reasonably interpreted as the same nickname
Enforcement

New club/team applications that propose a duplicate or confusingly similar nickname will not be approved until an acceptable name is submitted.

Basketball Manitoba reserves the right to require a club/team to rebrand if a duplicate name is adopted without approval or is found to be misleading.

Name Approval
All proposed club/team names must be reviewed and approved by Basketball Manitoba as part of the club application and registration process.

Purpose :

2. Basketball Manitoba is committed to providing a competition environment in which all Individuals are treated with respect. This Procedure outlines how alleged misconduct during an event will be handled.

Scope and Application of this Policy

3. This Procedure will be applied to all Basketball Manitoba sanctioned events unless the event host states any modifications to this Procedure (and the reasons for those modifications) in the event’s registration or invitation package. Changes to this Procedure must also be outlined in the event host’s sanctioning request, when applicable.

4. If the event is being sanctioned by a national or regional Games federation, or an international federation, the Event Discipline Procedure of the sanctioning organization will replace this procedure. Incidents involving Individuals connected with Basketball Manitoba (such as athletes, coaches, members, and Directors and Officers) must still be reported to Basketball Manitoba to be addressed under Basketball Manitoba's Discipline and Complaints Policy, if necessary.

5. This Procedure does not replace or supersede Basketball Manitoba's Discipline and Complaints Policy. Instead, this Procedure works in concert with the Discipline and Complaints Policy by outlining, for a designated person with authority at an event sanctioned by Basketball Manitoba, the procedure for taking immediate, informal, or corrective action in the event of a possible violation of Basketball Manitoba's Code of Conduct and Ethics.

Misconduct During Events :

6. Incidents that violate or potentially violate Basketball Manitoba's Code of Conduct and Ethics, which can occur during a competition, away from the area of competition, or between parties connected to the event, shall be reported to a designated person (usually the head official or on-site convenor) responsible at the event.

7. The designated person at the event shall use the following procedure to address the incident that violated or potentially violated Basketball Manitoba's Code of Conduct and Ethics:

The designated person at the event may serve on the jury

c) The jury will interview and secure statements from any witnesses to the alleged violation

d) If the violation occurred during a competition, interviews will be held with the officials who officiated or observed the competition and with the coaches and captains of each team when necessary and appropriate

e) The jury will secure a statement from the person(s) accused of the violation

f) The jury will render a decision and determine a possible penalty

g) The Chairperson of the jury will inform all parties of the jury’s decision.

8. The penalty determined by the jury may include any of the following, singularly or in combination:

a) Oral or written warning

b) Oral or written reprimand

c) Suspension from future competitions at the event

d) Ejection from the event

e) Other appropriate penalty as determined by the jury.

9. The jury does not have the authority to determine a penalty that exceeds the duration of the event. A full written report of the incident and the jury’s decision shall be submitted to Basketball Manitoba following the conclusion of the event. Further discipline may then be applied per Basketball Manitoba's Discipline and Complaints Policy if necessary.

10. Decisions made in the scope of this Procedure may not be appealed.

11. This Procedure does not prohibit other Individuals from reporting the same incident to Basketball Manitoba to be addressed as a formal complaint under Basketball Manitoba's Discipline and Complaints Policy.

12. Basketball Manitoba shall record and track all reported incidents.
