BASKETBALL MANITOBA BINGO POLICY

1. GENERAL POLICY

This policy is intended to be used as an outline in determining Basketball Manitoba’s bingo allocations. The policy will establish guidelines as well as a priority list of user groups that will be eligible for bingo’s allocated to Basketball Manitoba.

The policy of the Manitoba Lotteries Foundation (M.L.F) and Sport Manitoba is to allocate a limited number of available bingo dates to Provincial Sports Governing bodies (PSGB).

A PSGB is allocated bingo’s by Sport Manitoba based on availability. The PSGB has no control over when and where bingos are assigned and must do events when and where they are assigned. The PSGB is accountable to Sport Manitoba and M.L.F. for the conduct of bingos and expenditures of all funds obtained from bingos.

Basketball Manitoba will consider applications, which will promote and further the development and enjoyment of basketball for all members of the Association.

The role of Basketball Manitoba as a PSGB is to provide a process, by which the bingos can be assigned, taking into account the following priorities:

  • That bingo events may be allocated to the Provincial Team Program to support the activities of the Provincial Teams. Participants in the program will be required to work the bingo events.
  • Amount allocated for each bingo is $500.00 (Early and Late bingo sessions), $600.00 (Sunday Matinees) and $1000.00 (Evening bingos).
  • Groups must be well organized and prepared to meet the requirements of the M.L.F., as their conduct will influence the Association’s ability to receive more bingo opportunities. Failure to meet the M.L.F. requirements results in suspension of the Association and loss of revenue.
  • The bingo policy will be reviewed on an ongoing basis by the Basketball Manitoba Executive and is subject to change with due notice to participant organizations.
  • Basketball Manitoba may for good cause withdraw the privilege of participating in bingos from any particular group.
  • Whenever possible, two weeks notification will be given to potential bingo working groups. In the case of an emergency, (group cancels, group fails to provide required number of volunteers) Basketball Manitoba will assign any group that is available and prepared to provide volunteers.
  • Cash shortages will be deducted (or invoiced) from the working groups share of the proceeds.
  • All working groups (including Provincial Teams) will be required to sign an agreement that will state the terms and conditions; and rules and regulations with respect to the distribution of funds and the conduct of bingo events.
  • The office staff, with assistance of the Board of Directors (i.e. Provincial Teams, Youth, Senior) will assign bingo dates based on quarterly distribution by Sport Manitoba within the context of the annual budget.
  • The Association will provide the working group with notice of event, rules governing the conduct of the event and a Volunteer Tracking Form.
